I'm a little confused by the proper use of the configuration files in the karaf/etc directory. I see how they are used for initial configuration, and are monitored to allow dynamic updating. This is great.

But, I can't seem to follow the pattern for adding configuration for new services. For instance, if I install the http feature then pax-web gets deployed and I can use the config commands to change settings. However, adding an org.ops4j.pax.web.cfg file to the etc directory does not get associated with the service.

I see in config.properties that a File Monitor is set up for all *.cfg files in the etc directory, so it seems like this should work. Is it not enough to add a <service.pid>.cfg to the etc directory? What's the right way to do this?
