Turns out that the FRAMEWORK_SYSTEMPACKAGES_EXTRA still listed "org.osgi.service.cm;version=1.2", whereas ConfigAdmin 1.2 now implements version=1.3. As soon as I changed that, the service was registering just fine. D'oh!
