Mike,
I've added some initial information about this Maven plugin to
http://karaf.apache.org/manual/2.1.99-SNAPSHOT/developers-guide/features-maven-plugin.html.
The exception is probably caused by the fact that the target/classes
folder does not exist and the plugin itself does nothing to ensure
it's properly created. Could you raise a JIRA issue about this in the
Karaf project?
As a workaround, try specificying e.g.
${project.build.directory}/features.xml as the outputFile.
