org.osgi.framework.system.packages.extra packages ignored during provisioning

Hi,
When I start osgi framework, I listed some packages on the property of 
org.osgi.framework.system.packages.extra. However, these packages were not 
listed as resources under the system repository when I use 
.getSystemRepository(). Any thing have I done wrong?
