reference: scheme and SecurityManager policy configuration?

Hi,

How do I give permission to code loaded by bundles installed using 
reference: scheme? e.g.,

reference:file:/tmp/modules/foo.jar

If I use the above URL in security policy file, Java security manager 
does not like it as it does not understand reference protocol.
