Web console can't find org.json export

I was just trying out the webconsole-4.0.0 release and I'm getting "Unable
to resolve 131.0: missing requirement [131.0] package; (package=org.json)".
Is there a bundle where org.json can be found, should that have been
included in the release (not an issue in webconsole-3.1.8) or is there
something else I'm overlooking?
