What other bundles are installed on this Felix container? javax.servlet:servlet-api:2.4 is not a proper OSGi bundles. Typically the servlet api package is exported by the HTTP Service implementation.Try installing the org.apache.felix.http.jetty bundle which provides the HTTP Service and also exports the required packages
