Yes, it is called a header, not a tag.
I have dll or so separated by semi-columns. Is it where I should add ",*" ?
Yes. Check the spec, section 3.10 in the R5 spec.

I think you need to specify that the native library is optional by
including a ",*" as the last clause in your native library bundle
header. Something like that.
