For that case, the capabilities are effectively stored in hash maps, yes, but it is more complicated than that since the data structure is really part of filter evaluation. As filters are evaluated, some attributes (e.g., package name, bundle symbolic name) hit indexes to speed up evaluation, so of like normal query evaluation in a database (just much, much simpler).
