(Looking at your issue FELIX-4359 for more context)

I fear you are expecting too much: I assume you want to just start the 
framework and have it automagically resolve any missing dependencies through 
OBR ? I don't think this is supported at all.

You have to explicitly call the OBR to find and resolve bundles to install and 
then instruct OBR to actually install them. Only when instructing OBR to do 
this, will it actually access the repositories and thus use the proxy 
configurations.
