You’re hitting a bug in the last release 
(https://issues.apache.org/jira/browse/FELIX-4464). 

Two choices

1) use the 10 minutes tutorial from the 1.11.1 (zip available here: 
http://repo1.maven.org/maven2/org/apache/felix/org.apache.felix.ipojo.distribution.10mintutorial/1.11.1/org.apache.felix.ipojo.distribution.10mintutorial-1.11.1.zip)
 - instructions are the same.
2) add the OSGi compendium bundle (that you can download from here: 
http://central.maven.org/maven2/org/osgi/org.osgi.compendium/5.0.0/org.osgi.compendium-5.0.0.jar
 ) to the ‘bundle’ directory.
