What in your opinion does “SNAPSHOT” mean in the context of a package (i.e. API) export?
Bnd (on which the maven-bundle-plugin is based) uses the standard OSGi Semantic Versioning rules. There are no semantics associated with the qualifier segment, therefore bnd does not add it unless you force it. As for why the project version is not applied consistently, I’m not entirely sure but it may have something to do with your unclosed double-quotes.
