We wanted to use FileInstall since that's what we currently use to manage these bundles - we wanted to install/load everything in a given directory, so it seemed like the right tool for the job.
In any case, it does sound like using OSGi directly is preferred - given that, how do we disable the bundle deployment functionality of FileInstall completely?
