Did you try to change the position of the play head with the HSlider's "change" event ? There is a possibility to "code" marks on the vidéo (i don't remember the exact term for "marks"). But if you put to many marks close together, the vidéo won't be fluid. When you encode it with tools like adobe media encoder, marks are relatively far one from others. That's the reason why when you position the play head on ie: youtube, the play head often jumps on the mark just before.
