Yes, Flex and AIR still work for this; most of Adobe's docs from their
Flex-on-mobile days still work very well, for instance setting up
developer certificates on iPhones etc.
You will need access to a Mac to deploy to the iTunes store (if you are
going to distribute publicly), but other than that it's worked out well
for us.
