That's exactly what it looks like. Again, here is my build.properties file:
# Directory path of Flex SDK
FLEX_HOME=C:\barry\bin\flex\sdks\4.6.0

# Project source dir
DEPLOY_DIR = "bin-debug"
SRC_DIR = ${basedir}/src
LIB_DIR = ${basedir}/libs
DEPLOY_DIR = "${basedir}/bin-debug":
projName = "GHen"
mainFile = "GHen.mxml"

and my build.xml:

   <taskdef resource="flexTasks.tasks"
