Hi
Not sure but adl.exe is a part of the Adobe Air SDK. It seems you have
downloaded the binaries.
Did you try the flex installer ? (once the installer is opened, right click
and select show dev build, you will able to download the 4.14 or the nightly
build)

I just download the Apache flex 4.14 SDK, and unzip in a directory then
assign that sdk in a project as mentioned in the apache flex site, but as
soon its attached to the flash builder 4.6 project, its giving the error
can not find the adl.exe
I am using win8, 64 bit, what i am doing wrong, also i didn't find the
adl.exe into the sdk folder. please help.
