Hi Sam, the Flex ESRI framework has a last release 3.7, who integrate offline mode with ArcGISLocalTiledLayer or CSVLayer with a locale source. Nevertheless, you can use GraphicsLayer, with model storage the lat/lon/json symbol in SQLite for example.
