Is FlashBuilder able to create a new file and save it as UTF-8? If you add the -link-report compiler option, does that file get saved as UTF-8? If you add the JAVA_TOOL_OPTIONS to the environment before you launch FlashBuilder instead of FlashBuilder.ini, does that make a difference?
