If you installed Apache Flex with the Apache Flex SDK Installer, it would offer you a choice of Flash/AIR versions and whether to download the Adobe Font libraries. Whatever AIR version you chose caused the Installer to download the Flex version of an AIR SDK. So when you got the Flex version of Harman's AIR SDK for Flex, I think that's all you got: the AIR SDK for Flex from Harman, and not an Apache Flex SDK.
