Sorry, I am not used to Windows but I know that most of installations
on it are made via an executable file, the extension of which (after
the dot) is "exe". I guess ... Dominique means that, if you want to
install LibreOffice on Windows, you have to use such a file. If the
file on your USB key is dedicated to a Linux or a macOS system, you
won't be able to install it on a Windows.
I already use LibreOffice on my Linux Mint but, when I will (soon ?)
update it, I will go to

then the way for downloading, the language, ...
résumé en français : assurez vous d'avoir sur la clé USB une version
de LO qui convienne à votre OS.
