Sorry, I don't know.
It's possible that FSVS compiles by using cygwin ... but then you'd have
to compile the svn and apr libraries with cygwin, too.
It should be possible to change FSVS to get it to compile for Win32.
Binaries are not (yet) available. Surely not for Windows, as this is the
first request for it.
I don't think I'll find time in the next 2 months - if you're interested
in making that work (or find another volunteer), I'd be glad to
incorporate it.
