This looks like a case of over exposure of unrequested 
generalisation. :-)

The user story is:

As a system administrator, I would like tell fsvs to encrypt or ignore 
world-readable files, so that I don't expose sensitive data in my 
backups.

You're trying to produce a generalzed solution that solves more than 
this.  That's sensible, but please don't lose sight of the original 
story. :-)
