Hmm. In the OL css, we have several classes:
.olControlNavigationHistory {
    background-image: url("img/navigation_history.png");
    background-repeat: no-repeat;
    width:  24px;
    height: 24px;

}
.olControlNavigationHistoryPreviousItemActive {
   background-position: 0px 0px;
}
.olControlNavigationHistoryPreviousItemInactive {
    background-position: 0px -24px;
}
.olControlNavigationHistoryNextItemActive {
    background-position: -24px 0px;
}
.olControlNavigationHistoryNextItemInactive {
    background-position: -24px -24px;
}

Assume I set iconCls to say 'toolbarNavPrev' for the previous action,
then I have trouble
creating an entry in my css for .toolbarNavPrev that covers both active
and inactive. I assume this isnt possible?
