No. Happens more often ...
As you can read in the comments, there has been the intention, back in
2008, to fix it in 3.1. But apparently too much wishes for too few people.
Luckily, anyone could step in and look at it.
(And while doing so, also look at the issue where text wrapping around
tables is not possible without frame. I would bet that those have to do
with the same internals of table context in Writer.)
