I have the same bug in my Ubuntu 10.10 (in vmware). But....
Create form in Design view
Views -> ToolBars -> Form Navigation (woks correctly)
Views -> ToolBars -> Design (do nothing)
Views -> ToolBars -> Form Navigation (gives an empty toolbar only
after Design)
Can you confirm? If yes, I file a bug...
