Do a 'REPAIR' on your installation of LibreOffice, to make sure this
installation is still complete/valid..
(Start/ControlPanel/Programs and Features 'LibreOffice' -> Repair)

If problem still exists, than you might file a bug,
But you have to explain in that bug-report what YOUR dotNET application
is doing.
