Cliff, you "hijacked" a thread (meaning replying to an email and only changing 
the subject). Please ask new questions in a new thread (by composing a new 
message and not replying).

Which version did you install? Did you also install the corresponding language 
pack? If I remember correctly, you have to install

1. software package
2. language package
3. help package

In this order. 

I agree, that this is unfortunate. I don't know, if this is well explained on 
the download page or not. If not, it should be added there, so that the user 
doesn't get a "surprise" of a not working local help.
