I did ask on the germanophone user list about installing the windows help files 
(I don't have a Windows installation). What I heard back is to ask you to check 
which locale is set for the UI and if you did indeed install the help file for 
the exact locale as well. 

So, please have a look at 
Tools > Options > language settings
Which locale is set for the user interface under the language point? It has to 
be the same throughout. 
so en-US for the UI and en-US for the help file. If it doesn't match, then 
you'll have to change this. 

If this doesn't help, then I have no idea and you might want to file a bug 
report.
