I assume you are adding notes to a PDF (since you mention Adobe Acrobat) Since you are using Windows I would recommend for such a task the free program PDF Xchange Viewer.
It is a lightweight PDF reader with annotation tools. The advantage over Draw is that it doesn't convert the PDF.
