I am new to this software. I am looking for something that is cross
platform capable especially with Visio/Draw. I'm wanting the ability to

possible for someone with LibreOffice on Mac to open and modify a Visio
document then send it back to creator in a Visio format?

Dia may do this. I have been told before that it reads Visio format, but have not tried it for that in several years.
It does export to Visio XML format ".vdx" so it may work for you.

They have a Windows, Linux, and MacOSX install.

The problem is that Visio is a proprietary format and is not supported by many graphic packages.
