PS: One thing you might try to see if we can isolate the difference more closely: Download my ODT file from the location I provided and see how it saves as HTML on your system.

I find there are many ways for that sort of thing to arise. Oh, and I have the Tools | Options | Load/Save | General | ODF format version set to 1.0/1.1 and HTML Compatibility set to the default (?) (Netscape Navigator) and Unicode (UTF-8). I'm not sure why any of these would matter in this case. In looking at the HTML code, I found the problem and was able to manually fix it. The links in the TOC had a_ in front of them, but when I found the matchin id= they had a__ (two _ instead of just one). Doing a search and replace fixed the issue. I thought it might be that I had a beta version, so I downloaded the latest linux version, and installed it. But the same thing happened with the 3.3.2. Haven't tried it in the windows version, since I don't have windows on home machines. Looked for a place to report this as a bug, but the list is the best I was able to find.
