That's interesting.

I notice that there are two Program Files directories now,  one for LibreOffice 
3 and one for LibreOffice 3.4 and I can't find anywhere that the Help has been 
installed.

I think I will uninstall everything and try reinstalling 3.4.0rc1 from scratch. 
 I don't recall it putting the help files in any particular place, but I 
clicked through pretty quickly.  I do use a different place for where the 
installer is told to unpack its files (I hate having them on my desktop, 
because they need to be kept around, so I put them in a shared folder on a file 
server).

I had that happen when I first installed LO and told the Help File install to 
put the help files somewhere else than the default. Same result. Finally I 
reinstalled and let it put the files where it wanted and it worked fine after 
that.
