It's an old USENET slangword, meaning adding someone to your killfile. Most USENET newsreaders had a feature of filtering out posts from users who were in blacklist, (a.k.a. killfile), so that noise generated by regular trolls could be avoided (you could not ban people from USENET and deleting posts was also almost impossible - it was one amazingly efficient, reliable and democratic thing). Adding a name to the blacklist was 'dropping someone into the killfile' and 'plonk' is the sound of dropping something into a (metal) trashcan.
