This (in OOo) is surely new, as in recent versions (not so recent as the
one the OP is talking about, of course) there was no SVG support.

SVG import was already part of the go-oo patches, LibO inherited it. 

Also, note that go-oo patched OOo was frequently provided as OOo in
GNU/Linux distros, which made room for some people to think OOo
supported SVG, not aware they were actually using a patched version.
