I don't think it is a bug. Microsoft Excel opens (imports) *.dbf files too.
There is not much that Base opens directly. Is there a jDBC connector for *.dbf that you could use? Microsoft Access 2007 opens dBase III, IV, 5 I see (and it is the only one I have lying around that I can check).
