Not that I am aware off.
Before OOo 3.3 (IIRC) there were the properties that one could set in the registry files. e.g. writer.xcu:

  <prop oor:name="ooSetupFactoryActualFilter">
    <value>writer8</value>
  </prop>
  <prop oor:name="ooSetupFactoryDefaultFilter">
    <value>writer8</value>
  </prop>
There files could be distributed for more users.
Now, there is one big registrymodifications.xcu in the root of the LibreOffice user-data path.
Which is much harder to edit, but still could be done.
Also, an extension can be used to change the configuration.
