menu:Tools>Options...LanguageSettings>Languages...
"Locale settings" are for numbers (for instance 1.23,99 vs 1,234.99 and 12/13/99 vs 13/12/99)
"Western Language" refers to human language. Change the western language for newly generated documents or for your currently active template you generate your documents from.
