Replacing 'configmgr.ini' is a workaround close to the "root of the matter".
(That's the reason I had mentioned it in bug 37195.)

Another--more user-friendly--workaround:
Rename (or remove) the folder 'bundled'
[path: ...\LibreOffice\3\user\extensions\bundled].
Then restart LibreOffice.
The bundled dictionaries extensions will be synchronized again (for
the user profile) with the correct current location.
