Yes, but ODF 1.1 is not the default format used by LibreOffice.  The normal 
default is version 1.2-Extended.  To change the default to 1.1/1.0 try 

Tools - Option - +Load/Save - General
About half-way down is the drop-down list for "ODF format version" and the 
1.1/1.0 is backwards up the list about 2 places.  Once you have set that people 
can open your documents that are in Odt or Ods (etc) formats.  


I think MS Office 2007 can read those formats too.

My work-around would be to use one iof the standard bullet points as listed in
Formats - "Bullets and Numbering" - Graphics
There are none that look even slightly close to the ones you use tho.
