In the property dialog of the outline goto tab "Position". There you find a value for the first tab stop. If you come to higher numbers like 10 or viii this value is to small, so the tab jumps to the next stop on that line. Increasing that value should solve the indentation problem.
[If you use list numbering, I hope you have used a style, so that you have to make the change only once.]
