I don't know why the button is "greyed out" and unclickable. Hopefully someone might have a good answer for that but it might be worth having a quick look through documentation in case you find a good answer there. I've read a couple comments here about "Record macros" being an experimental feature. Try going to Tools->Options and in LibreOffice->General enable the checkbox "Enable experimental (unstable) features".
