Yes. I have an old version of ACT contact database .dbf files on my system (linux) and using 3.4.3 I set the directory as instructed by Andreas, the databases appear in Base, I click on one and all the data is there. Note that you need to click on the database, then in the view window click on 'None' and change to 'Document' in order to see the data in the view window.
