Not sure if I understand you correctly, but you can save a file as CSV with "File > Save As...(Ctrl + Shift + s)". Then in the "Save as Type" drop-down select "Text CSV (.csv)". Then if you click the "Save" button, you are given the option to select the delimiter. Hope this helps. If I misunderstood your question, please rephrase or explain it a little more.
