Hi :)
The help files are really well worth avoiding.  They are really pretty rubbish 
now.  Try the proper official documentation instead either from
http://wiki.documentfoundation.org/Documentation/Publications
or
http://www.libreoffice.org/get-help/documentation/
(same guides but the wiki shows shows more and also has some 3rd party 
unofficial guides that people have found useful)

Yes, they should be included by default, at least in Windows 7, I can't
say for Vista.

There was effectively a bug in the 3.4.x versions of LO, in which a
necessary library was missing, which prevented from accessing. This was
resolved for 3.5. The last time I tried it (before the release of beta
versions of LO 3.5, it was working).
