I've just tried setting the scroll bars to always show, yet the problem remains.
In the meantime, the Bug Submission Assistant of the LibreOffice website seems to be broken, not just for me, but for other people as well. I can confirm that it's broken for multiple browsers in Windows and in Mac OS X. So I have to wait for it to get fixed first in order to submit a bug report.
