Hi :) Lol, almost none of the devs get paid. Most of those that are probably have to manage people rather than code. So, it's a PITA for them as it only stops them from working on the more fun stuff like long-runing issues or awesome new features and generally being like a rockstar.
That sort of thing would only be useful for proprietary systems and even then it's unlikely the same dev would be assigned to fix it. It would be someone new that had no experience with that bit of code while the person breaking it would have been given something new to break. Ooops, was that a bit cynical? I'm outside the industry so i am only guessing.
