I haven't worked with FMPro in a few years, but I think that the Layout mode you mention is called "Form Design" mode in LibreOffice, or at least that's what appears to be nearest thing from what I can tell of a quick search. There are several ways to create forms in LibreOffice : - using your ODB database file, click on the Form button on the left handside, then either use the Form Creation Wizard or design a form manually. The wizard will guide you through the steps of creating your forms and subforms from tables, queries or views that you have already setup in your database. By default, the form will be saved within the ODB file. It is however possible to save the form outside of the ODB file, i.e. as an independent entity, through the menu File > Save as, once you have designed your form. - create a form from scratch in Writer or Calc using the Form Design toolbar, then attach that form to a datasource.
