It is more that just the page that "recommends" 3.5.x it is that the main download page only shows 3.5.x version. So unless you know to look for an older version most people would not be aware the 3.4.x is still being worked on for bug fixes while the 3.5.x line is being released.
I do agree that the main download page should show what versions are currently being released and give an explanation about each line and let the user decide what fits there needs. Unfortunately for us we are still using Openoffice due to bugs with Libreoffice calc. Line 3.4.x has fixed a major stopper for us but 3.4.x and 3.5.x has added in enough "work around" bugs that we just decided to stay with Openoffice. So we wait for 3.5.x to fix most of these and for it to be the considered "stable" enough for business use.
