Use CUPS-PDF for Linux and doPDF for Windows as PDF file "printers"
Then go through all of the options to deal with the best quality.
I had issues myself once, but I looked into the Export to PDF and
CUPS-PDF options for the best resolution.
My CUPS-PDF can go to 2400 dpi.
For Export to PDF, I use lossless compression.
For those printers that use CUPS as part of its printer driver and
printer language, I look at EVERY option that is shown in my printing
options. There are a lot of interlinked options that seems to effect
each other.
How many different printers types/models have you printed to?
I currently have 4 printers, 2 inkjet, one laser and one color laser.
WHEN I print the same file, text, graphics, and photo included,
EACH printer gives me a different quality of image, even though
I have done me best to use the same printer resolution, paper, and
every other options to print it out as similar as possible.
I know it does not help you, but I have dealt with two exactly the same
model of printer and their output was enough different to convince
me and others that they were different models, not the same.
I took my profile and renamed it and started from scratch.
That helped when I was getting 75 or 150 dpi out of a 600+
dpi image.

Have you tried exporting to Pdf first? There is a ton of settings in
the dialogue-box so that you can set the compression
type and amount, the dpi of images and soem tick-boxes that might be
worth playing with.
As I wrote: the exported PDF prints in good quality.
My aim is *not* generate a PDF, but to use PDF as printer language, as
this is the default for CUPS now. I do not see how the export-settings
should interfere here-
